Hell, President Nixon wasn't even indicted for any Crimes, let alone Convicted of a Crime before he got his Pardon from President Ford.
The only recourse for the United States Congress now is to Impeach the Sitting President of the United States, that is where the Check and Balance comes into play, which is in my opinion what should happen, and what should have happened in the case of President Ford...... because of the Pardon for Nixon, because it could have been found out after he left office that Nixon sold Classified Material to China or Russia between 20 Jan 69 and 9 Aug 74, hell, it could have been found out that President Nixon Murdered people while in Office during that time frame, and there would have been nothing the U.S. could have done about it.
