Tehran likes the whole hostages thing. They used Hezzbolah in Lebanon to do this for them in the 80's and 90's and they came into power with a hostage taking. I think this establishes a line of thought in their government that makes it, the theocratic regime of Iran, unacceptable to civilised peoples. A sabotaged nuclear reactor is as deadly as a nuclear weapon and much easier to maintain plausible deniability for those behind the act. By all means let them continue.
