| Titan Rain is not fictional. They run behind a few companies working at the behest of the Chinese government via the PLA. Their base of operations is in Guangzhou, Guangdong province, People's Republic of China.
They are also not the only PRC supported group, just the best. They don't work directly for the Chinese government so that they can, without lying, claim that they, the government, is not involved with the cyberspying and attacks.
