Personal opinion: They wouldn't actually do it, they have China to the north, Japan to the east, and South Korea to the south, fallout would problably go in these directions. North Korea can't afford to do this. I personally think that they are keeping nuclear weapons as a precaution against civil war, with foreign policy being secondary. Also perfectly possible that the NK government has no intention of testing, perhaps this is simply a means of getting NK in the news again?
