IS crazy enough to use nukes if he had them. He has already said that he will do what ever is necessary to wipe Israel from the map ...
NOTE: 'what ever is necessary'. If he could destroy Israel even though he knows that retaliation would be overwhelming, he wouldn't hesitate.
