Actually I think (if true) it maybe a good idea. The emerging Chinese military threat and North Korea a ever present problem advanced air superiority fighter maybe a good idea. Like the BOB, any invasion of Japan would be decided in the air. Also it would be reasonable to assume the JAAF would be outnumbered so any Japanese victory would have to be by better pilots and better planes. Honestly I think Japan due to its location is far more in need of a pure air superiority fighter than the USAF is.
