I couldn't find anything on it but it sounds pretty unlikely that a sniper would try to wait for a target who was wearing the Iron Cross. During any war, it's nice to have a record of who can handle a weapon well and who can't, that's probably closer to the reason for qualification grades. If the guy can't shoot, make him a cook.
