I have to agree with all of the previous entries. There should be no reason that your sister cannot get an ID.
A message to your brother-in-law: Suck it up, you volunteered. No one put a gun to your head

and made you sign up. You very well could be facing a Court Martial and depending on the severity a DISHONORABLE discharge. You'd better get back to your ship, ASAP!
